Cardiff County Council has confirmed the designation of an additional licensing scheme in respect of houses in multiple occupation (HMO’s) covering the Cathays Community Ward of Cardiff. The designation was made at the Executive Business Meeting on 4th March 2010 . The designation has the effect of applying HMO licensing to all HMO’s in the Cathays Community Ward from 1st July 2010.

The Housing Act 2004 gives the definition of a house In multiple occupation.
A building, or part of a building, will be an HMO if:
This effectively means that any property rented out to three or more persons, who are not classed as a single household will be classed as an HMO. This is a simplified definition and further details can be found in the 2004 Housing Act .

The penalty for not applying for a license include fines of up to £20,000 along with additional penalties. Needless to say, failure to apply for a license is an extremely serious offence with grave consequences.
